Poor Sherman! He is a dog policeman in Biscuit City just like all the rest of his esteemed family and he does try his best, but he just doesn''t want to do this for the rest of his life. His only saving grace is that he loves hats. So when his father says that he is going to retire as dog police chief, Sherman decides to throw a party and make everyone party hats. The more he works on the hats, the more determined he is to change his life. What happens next is a most wonderful solution to his dilemma!
